I was always under the assumption that when you paid a toll at some point in time the tolls would stop when it was paid off. In San Diego when the Coronado Bridge was paid for there were no more tolls. The tolls will never go away if you sell them to another country! As long as politicians think they can solve their financial problems by raising taxes instead of showing some responsibility in spending, we are doomed.
